GENERAL STATEMENT OF RESPONSIBILITIES:
The Youth Behavioral Health (YBH) Program Manager is a licensed therapist who will provide therapeutic services to children and youth, ages 0-25, and their families. The YBH Program Manager will assure wrap around services are being provided by being a liaison between SIHC Medical, Indian Child Social Services, and Behavioral Health. The YBH Program Manager will work closely the SIHC medical department, as well as work closely with all other SIHC youth service programs.
SPECIFIC DUTIES AND RESPONSIBILITIES:
1. Working knowledge of Agency policies and procedures, AAAHC, HIPAA, confidentiality, Health & Human Services, and other county, state, Tribal, and federal regulations.
2. Provide comprehensive assessment, diagnosis and treatment for children and youth..
3. Provide a high level of customer service for both internal and external partners and clients.
4. Provide effective treatment plan in order for clients to meet goals.
5. Systematize, prioritize, and handle a caseload taking into account schedule, acuity of the patients, and program requirements. Adhere strictly to the laws and ethics related to confidentiality and documentation at all times.
6. Actively participate in meetings that support the treatment goals of the client and family.
7. Responsible for working with Director of Behavioral Health with ongoing program evaluation and development activities.
8. Provide training for professional staff on childhood/youth trauma and appropriate assessment/intervention strategies.
9. Create a network of programs and services that would assist the clients in meeting goals.
10. Assist the primary care team, child/family team, and behavioral health team in developing care management process such as client engagement, behavioral health, case management, and working in larger systems.
11. Work collaboratively with the integrated case manager.
12. Work collaboratively with other SIHC programs and partners to ensure integrative integrated, collaborative, community-based care.
13. Provide statistical reports that are required by the grant and SIHC.
14. Create and implement programs to benefit community youth and their families.
15. Maintain appropriate documentation of all client interactions that meet ethical and legal requirement for county, state, and federal standards.
16. Clinical and administrative supervision of YBH therapists, interns, case managers, and other staff.
17. Ability to work a flexible schedule may be required based on need.
18. Other duties as assigned.
QUALIFICATIONS:
Education/Experience: This position requires licensure from the California Board of Behavioral Sciences or the California Board of Psychology as a, LCSW, or Licensed Psychologist. A minimum of 2 years of experience as a licensed Behavioral Health Therapist and experience working with youth and trauma is required. Must have a demonstrated knowledge of Evidence Based Practices. Also preferred is experience working with victims of domestic violence and sexual assault. Education, training, and/or experience, which clearly demonstrates possession of the knowledge and skills stated above.
Possess abilities to work flexible hours as required to meet department needs; facilitate and negotiate and resolve issues professionally; work collaboratively in a team approach; effectively communicate with confidence and knowledge to staff and clients.
Applicant must be able to adapt to changing situations and circumstances and handle pressure with dignity, in all circumstances maintaining confidentiality. Possess an ability to act professionally at all times in the workplace and the community.
Licenses/Certifications: A valid California driver’s license required at time of appointment and must be maintained throughout employment. Current certifications and/or licenses appropriate to the position’s required education and profession.

Must be responsible and able to exercise good judgment, accept administrative supervision, pay attention to detail, follow instructions, including the ability to interact effectively and communicate with people in a professional and courteous manner. Must be highly confidential and respect confidentiality to all limits of the governing laws and ethics. Applicant must be able to work as a team with other staff. Applicant should be sensitive to client’s needs and knowledgeable about the local Indian community.

Ability to establish and maintain effective peer relationships with coworkers within the Department, clinic-wide, and the public. Must be able to express ideas clearly, concisely, address audiences effectively, and exercise balanced judgment in evaluating situations and making decisions. Willing to be part of a team and cooperate in accomplishing department goals and objectives. Ability to prioritize, meet deadlines, take initiative, be proactive, and function in a rapidly changing environment. Ability to work with people of all social and ethnic backgrounds and to resolve conflicts, negotiates situations, and facilitate consensus.
Physical and Personal Requirements: Normal clinic/office environment. Sit or stand for long periods of time. Reach, bend, climb, stoop, lift up to 25 lbs. repetitive hand movement; use and view PC. Reliable transportation and car insurance as required by the state. Travel as needed.
Compliance: Each employee plays a key role in creating a compliance culture at SIHC. Employees are expected to learn and comply with all SIHC policies and procedures. One must have the ability to understand the implications and complexities of all compliance policies. Participation in all compliance training is mandatory, and generally have a heightened awareness of policies and regulations that are specific to one’s department and position. All SIHC employees are expected to report violations or suspected violations of compliance policies or regulations.
Other: Applicants should have thorough knowledge of the laws, rules, and regulations governing patient records, and reporting procedures. Applicant must be versed in crisis intervention and the cultural practices of Native Americans. Applicant must adhere to professional standards, federal, state, and local requirements; maintain required insurance and certifications, comply with legal requirements; and, code of ethics.
Applicants must successfully pass a pre-employment tuberculin skin test or x-ray, and blood/urine drug-screening test. Health must be adequate to perform all duties of the position. Applicants must complete an SIHC application questionnaire and submit it to Human Resources prior to the close dates indicated. The position is primarily responsible to the Alpine clinic though local travel may be required.
INDIAN PREFERENCE:
Indian Preference: In the filling of any SIHC job vacancy, preference may be given to qualified Native American Indians, pursuant to the Indian Preference Hiring Act, 25 USC 472, unless other laws require the filling of a vacancy without regard to Indian preference (e.g. Public Law (P.L.) 94-437, “Indian Health Care Improvement Act (IHCIA). To receive Indian preference for any SIHC position, the applicant must be enrolled, or be eligible for enrollment, as an American Indian with their Tribe, or must be certified as an American Indian from the designated Tribal Representative. Applicants claiming Indian preference must attach verification of their claim to the SIHC application, including Certification of form BIA-4432, which is available from the SIHC Human Resources Department. If verification is not or cannot be verified, the applicant will not receive Indian preference for purposes of the interview.
