Summit Technologies, Inc., in support of our client, has a full-time permanent position for a Operations Project Manager . In this high-profile client facing role, you will be the primary interface with various governance body officials of The City of Los Angles. You will interact with different municipal areas that include the Mayor of Los Angeles, City Council Members and other city officials. Additionally, you will manage the daily operations of various functions of our client's team of nine full-time employees.

Our client's solution is utilized by the City of Los Angeles's traffic enforcement personnel to issue parking citations (tickets). Collectively, these programs provide transportation, parking violation processing, collections services, financial reporting, and technology service desk solutions (for handheld ticket devices, ticket printers, and other peripherals). This on-site position is based in Los Angeles, CA.

Duties and Responsibilities:

• Interact with key stakeholders for the City of Los Angles daily via in person and virtual meetings.
• Serve as Point of Contact for all aspects of this program between City of Los Angles personnel, including ongoing contract relationship, working with City of Los Angles personnel to troubleshoot system functionality issues.
• Monitor and deliver key performance indicators and various reports (financial, performance, etc.) for our client and the City of Los Angeles.
• Identify continuous improvement opportunities through performance efficiencies and cost savings.
• Coordinate activities between the City of Los Angeles and client's program management team to ensure successful ongoing operations; including but not limited to internal operations, service delivery, customer service, back-office operations, finance and accounting.
• Prepare and manage project implementation plans/schedules, project budget, and profit and loss; ensures program operates within budget and in accordance with contract requirements.
• Provide guidance for a team of nine FTE's through management leadership to meet and exceed service delivery objectives / expectations.
• Manage assigned projects from inception through initial delivery and on-going maintenance.

Required Skills and Experience:

• Demonstrated ability to communicate effectively and gracefully with stakeholders in various official and elected positions within the City of Los Angles.
• Demonstrated experience working in a customer facing role in a political environment which has multiple concurrent objectives.
• Understanding of financial and budgeting processes and principles.
• Experience managing projects with direct responsibilities for profit and loss.
• Demonstrated 5+ years of operations project management.
• Demonstrated leadership experience with managing employees and team building.
• Ability to make operational decisions in a fast-paced environment.
• Ability to remain calm, exercise tact, and diplomacy in researching and resolving client's issues.
• Demonstrated organizational skills including the ability to plan, direct, organize, prioritize and control business operations, and the ability to multi-task effectively.
• General understanding of reporting and presentation tools.

Education:

• AA/AS/BA/BS in Public Policy, Public Administration, or Business Administration; equivalent work experience may be considered.
