Job Summary This position exists to lead, administer and support Vocational Rehabilitation Service's interagency partnerships, including Employment First (E1MN), a state agency partnership led by the State of Minnesota Departments of Employment and Economic Development (DEED), Education (MDE), and Human Services (DHS) - a collaborative formed to advance employment outcomes for youth and adults with disabilities and with the Minnesota Olmstead Implementation Office (OIO). The work focuses on leading, administering, and supporting interagency collaboration for the delivery of seamless and timely employment services for youth and adults with disabilities.
In this capacity, the incumbent:
- Lead, develop and facilitate interagency collaborative governance and administrative structures in collaboration with DHS, MDE, OIO and other key stakeholders with limited supervision.
- Collaborate with key interagency staff and provide lead work direction to subordinate staff to coordinate advanced strategic planning, operational or administrative employment and training program analysis work.
- Lead and facilitate interagency engagement and capacity building across stakeholders to build consensus and common practices for interagency decisions, milestones, and work processes.
- Provide technical assistance and general support for VRS policy and rule review, analysis, development, interpretation, and application so that VRS program rules and policies are aligned and in compliance with the mission, vision and values of E1MN and federal and state laws and regulations, development of new legislative initiatives, and policy development.
- Represent VRS on E1MN interagency committee, OIO meetings, ex-officio member of the MN Council on Disability and member of the Governor's Council on Developmental Disabilities, and other key stakeholder groups/committees
This position requires monthly local traveling.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
Qualifications Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Three (3) years of experience providing employment services for individuals with disabilities.
Applicants that meet the above minimum qualification will be further evaluated on the following:
- Experience working with employment related issues that impact those with disabilities, including physical disabilities, development disabilities, brain injury, complex health conditions, mental illness and related providers/advocacy organizations.
- Experience leading large or multi-part projects that involved coordinating with several partners or organizations to achieve shared goals.
- Skill using Microsoft Office tools (Word, Excel, PowerPoint, Access, Visio, SharePoint) and project management software.
- Skill leading projects that involve planning, organizing tasks, coordinating with others, and tracking progress toward goals.
- Skill communicating in writing and in conversation with coworkers, partners, and community members.
- Incumbent must maintain valid driver's license, & insurance, OR have other reliable transportation.
Preferred Qualifications - Experience building collaborative relationships and working effectively with people from diverse cultural, professional, and lived backgrounds.
- Skill in interpersonal communication, including listening actively, responding respectfully, and engaging constructively with others.
- Experience interpreting and applying state and federal policies related to employment support programs administered by DEED, DHS, and MDE.
- Skill facilitating meetings and building consensus among cross-agency teams and stakeholders.
- Experience developing reports, communication plans, and shared processes that support interagency collaboration.
